RECORD OF PROCEEDINGS

AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS

IN THE MATTER OF: DOCKET NUMBER: BC-2009-00947

 COUNSEL: NONE

 HEARING DESIRED: NO

___________________________________________________________________

APPLICANT REQUESTS THAT:

He be credited with Vietnam service time from Sep 64 through
Jan 65.

___________________________________________________________________

APPLICANT CONTENDS THAT:

He served in Vietnam from Sep 64 through Jan 65. The 314 AW/HO
confirmed the applicant’s unit deployed elements to Clark AFB,
Philipines, on temporary duty. The unit served 18 months in
Southwest Asia, including Thailand and Vietnam. The historian
states “the crews rotating in and out most assuredly deployed with
aircraft mechanics from the 314th OMS who accompanied the aircraft
to all deployed and TDY locations.”

In support of his request, applicant provides a copy of an
Addendum, a copy of his DD Form 214, Certificate of Discharge or
Release from Active Duty, a copy of an e-mail, and a copy of his AF
Form 7, Airman Military Record.

His complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

The applicant enlisted in the Regular Air Force on 1 Apr 63. He
was progressively promoted to the grade of airman first class (E-
4), having assumed that grade effective and with a date of rank of
1 Jun 66. He was discharge on 6 Mar 67 after serving on active
duty for 3 years, 11 months, and 6 days.

AIR FORCE EVALUATION:

AFPC/DPAPP recommends denial. DPAPP states they were unable to
confirm the applicant ever served in Vietnam.

The DPAPP complete evaluation is at Exhibit B.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

The applicant responded by stating while serving in the 314 OMS
at Stewart AB, TN, he flew supplies to Vietnam from Clark Field.
He flew as the crew chief on the 130A aircraft for all missions
flown.

The applicant’s complete letter is at Exhbit D.

THE BOARD CONCLUDES THAT:

1. The applicant has exhausted all remedies provided by existing
law or regulations.

2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.

3. Sufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. In this respect,
the applicant provided an annotated AF Form 7 which assigned him
to the 314th OMS and a statement from the 314th Historian that
corroborates and provides a reasonable basis to conclude he served
in Vietnam. In addition, the 314th Historian states the
applicant’s unit was later transferred to Ching Chuan Kang Air
Force Base, Taiwan, in direct support of combat operations in
Vietnam. With no basis to question the applicant’s integrity, and
in recognition of his service to the Nation, it is our opinion
that any doubt should be resolved in the applicant's favor.
Although the applicant requests his records be changed to reflect
his Vietnam service from September 1964 through January 1965, the
Board has determined the “through” date of service should end in
December 1964. Therefore, we recommend his records be corrected
to the extent indicated below.

___________________________________________________________________

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that he had boots on
the ground in Vietnam from September 1964 through December 1964.
